Two more people are now in custody related to a theft at London's Heathrow Airport where 21 people were injured by what is thought to be pepper spray, as stated by law enforcement.

A man, 24, was arrested in the Lambeth area on suspicion of robbery and assault and a 23-year-old woman was detained on suspicion of conspiring to commit a robbery. Both individuals remain in custody, authorities confirmed.

The arrests come after an investigation into an attack at the multi-storey car park at Terminal 3 this past Sunday. Prior to the incident, a pair of female travelers had stolen from them their luggage upon exiting a parking garage elevator.

A toddler aged three was among the those hurt in the event. A total of five individuals went to hospital for treatment and were later discharged.

Police detained a 31-year-old man for suspected robbery and assault close to the location. He was subsequently released pending further inquiries while inquiries continue.

Authorities were called at approximately 8:10 in the morning GMT after reports came in regarding a number of individuals hurt by a noxious substance thought to be an irritant spray.

The attack - which authorities stated was a standalone incident and not being treated as an act of terror - resulted in train delays and the partial closure of the Central Terminal Area tunnel and the T3 car park for a short time.
